November 23, 2010, Shenzhen and American Security Association strategic cooperation framework agreement signing ceremony was hold in Shenzhen. Shenzhen Security Industry Association, Yang Jincai, Chairman of the Global Security Industry Alliance and U.S. Security Industry Association CEO Richard signed the cooperation agreement and exchanged documents. Gao Guohui, Deputy Secretary-General of Shenzhen Municipal Government, Municipal CPPCC Vice Chairman Zhang Xiao-Min, and the Municipal Science and Technology Industry and Information Technology Commission, Market Administration, the Public Security Bureau, Planning and Natural Resources Committee and other departments also attended the signing ceremony, witnessed by the Shenzhen security industry in the in the important history of the moment.
 
Under the agreement, the fourth quarter of 2011, the Global Security Industry Alliance headquarters moved from Washington to Shenzhen, China; U.S. Security Industry Association set up its Asia Pacific regional center in Shenzhen; the three parties will cooperate to establish a global security industry in Shenzhen, data centers and global security technology and product trading center; establish the International Security Technology Laboratory, selecting UL, VdS, these two European and American certification bodies to join the international security testing.
